Description / Scope of Work

The General Administration Department (GAD) of the Government of Gilgit-Baltistan invites competitive bids from well-reputed firms, contractors, dealers and suppliers for the procurement of goods and services for the Chief Secretary Office, General Administration Department and related government offices in Gilgit for the financial year 2026-2027. The tender comprises four distinct categories: Category A covers supply of stationery items with an earnest money deposit of Rs. 100,000, Category B includes miscellaneous and other items (excluding VIP visits) with earnest money of Rs. 200,000, Category C encompasses entertainment and gifts (excluding VIP visits) requiring Rs. 350,000 earnest money, and Category D pertains to repair and maintenance of government vehicles with earnest money of Rs. 450,000. Tender documents containing detailed terms, conditions, item specifications and requirements are available from the office of the Deputy Secretary (GAD) upon payment of Rs. 3,000 during official office hours.

Eligibility criteria mandate that bidders must be firms having their own registered shop, outlet or workshop with valid registration documents. Applicants must possess a minimum of five years of relevant experience with government or semi-government departments, supported by supply orders, experience certificates or proof of experience. An affidavit on stamp paper of Rs. 100 must be attached as original evidence that the bidder has never been blacklisted by any government, semi-government organization or PPRA. Rates must be quoted in typed or printed form only; handwritten, cut or overwritten rates shall be rejected. The evaluation shall follow a single stage two envelope procedure with weightage of 70 percent for technical proposal and 30 percent for financial proposal, requiring separate technical and financial proposals in distinct envelopes clearly marked with the firm's name.

Bid documents must be submitted to the office of the Deputy Secretary (GAD) by the closing date and time specified for each category: Category A closes at 11:00 am on 30-07-2026 with opening at 11:30 am, Category B at 12:30 pm closing and 01:00 pm opening, Category C at 02:00 pm closing and 02:30 pm opening, and Category D at 04:00 pm closing and 04:30 pm opening. All bids will be opened on the same day in the presence of contractors or their authorized representatives. Incomplete bids without supporting documents shall not be entertained, and furnishing false information shall result in legal action. The department reserves the right to reject any or all bids according to GB-PPRA Rule-36(1).
