What laundry services tenders cover
The work is priced either per piece, per kilogram or as a monthly lump sum for a defined volume. The notice normally lists the categories of item, the collection and delivery frequency, the maximum turnaround time and the standard of cleanliness expected. In hospitals the infection-control requirement is central: contaminated linen must be bagged and handled separately, washed at specified temperatures with approved disinfecting chemicals, and returned in sealed, clean packaging.
Contracts are typically annual and renewed through a fresh tender, so a supplier who performs reliably for one year has a clear edge when the notice reappears. Practical details decide who wins and who keeps the contract. Evaluators ask how linen is transported, whether clean and soiled loads travel separately, how items are tagged to avoid losses, and what happens when a machine breaks down. A back-up arrangement with a second plant, or spare capacity on site, shows that the bidder can keep promises during a breakdown or a surge in patients. Hospitals also expect replacement or compensation for linen that is lost or damaged beyond normal wear.

Who issues them
Buyers include teaching and district hospitals, medical universities, armed forces units and military hospitals, police lines and jails, public and private hostels, hotels and guest houses managed by tourism or development bodies, railways, airlines and catering firms, and universities with residential facilities. Private hospitals and hotel chains also invite quotations from established laundries.
Rules and procedure
Public hospitals and departments follow the Public Procurement Rules, 2004 on e-PADS for federal bodies and the provincial rules under PPRA Punjab, SPPRA, KPPRA and BPPRA. Laundry is a service contract, usually awarded on lowest evaluated price among firms that meet the capacity and experience conditions, often after a visit by a committee to inspect the plant. Where chemicals are used, effluent from industrial laundries is subject to provincial environmental protection rules, and some buyers ask for the environmental clearance of the laundry. PEC registration is not needed. The agreement usually allows deductions for late delivery or poor quality and may permit termination after repeated failures, so read the penalty clauses before quoting.
How to bid
- Register as a taxpayer and, if the notice needs it, enlist with the hospital or department.
- Check your plant capacity against the daily load in kilograms or pieces, and note the turnaround time asked for.
- Prepare for a plant inspection by the evaluation committee, with machines in working order and a clean sorting area.
- Quote on the basis the notice asks for and include transport, packing, chemicals and labour in the rate.
- After award, keep a tally register for every collection and delivery, signed by the buyer on each trip.
Documents you will usually need
- NTN and sales tax registration
- Business registration or partnership deed
- Plant ownership or rental proof with machine list and capacity
- Environmental approval or effluent compliance where requested
- Experience certificates from hospitals or hostels
- Vehicle list for collection and delivery; non-blacklisting affidavit
Tips from the notices we track
- Count linen at handover on both sides; most payment disputes come from disagreements on quantity.
- Show a separate process for infectious linen, which impresses hospital evaluators more than a low rate.
- Plan for daily peaks and public holidays so the turnaround promise still holds.
Frequently asked questions
How are laundry contracts priced?
Common methods are per piece, per kilogram of dry linen, or a monthly lump sum for an agreed quantity. The tender states which basis to quote, and the bid must follow it.
What do hospitals expect in a laundry tender?
Separate handling of contaminated linen, washing at the specified temperature with approved disinfectants, timely delivery in clean sealed packing, and a record of counts.
Do I need my own plant?
Most tenders require it and send a committee to inspect the plant. Some accept a written arrangement with a plant owner, but check the eligibility clause.
Is PEC registration required?
No. A laundry service contract needs tax registration, capacity and past performance, not engineering registration.
Where can I find laundry tenders?
On e-PADS, provincial procurement sites, newspapers and hospital websites. PakistanTender collects them from those sources into one list and emails new ones daily in the categories you select.
