Description / Scope of Work

Muslim Hands Pakistan has issued a Request for Proposal (RFP) inviting consultants or firms to conduct an Impact Study of Annual Training Programmes for MH ASTs. The RFP reference number is MHPK/CO/7/07/2026-2, dated 7/07/2026, and covers services as detailed in the attached Terms of Reference (Annex-1). The assignment location is federal in scope within Pakistan, with delivery to be made as per the schedule provided by Muslim Hands at specified sites, camps or locations.

Interested applicants must be duly registered with the Federal Board of Revenue (FBR), hold a valid National Tax Number (NTN) and be an active tax filer. Bidders must provide evidence of financial and technical soundness, demonstrate previous relevant experience, present a good track record with references from past clients, and show sound team composition. Applicants must not be bankrupt, convicted of professional misconduct, in conflict of interest, or listed on any sanctions list by the Pakistan Government, UN or EU. Bids must be valid for 45 days, quoted in PKR inclusive of all taxes and duties.

Proposals must be submitted as a single-stage, one-envelope process via sealed envelope through courier to the Muslim Hands office address; submissions by fax, email or hand delivery will not be accepted. The envelope should be clearly marked with the project name, location and the applicant's name and address. The working language for the RFP is English only, and technical proposals must include firm details, NTN/STN number, bank account information and year of establishment. The closing date for submission is 28 July 2026.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

This is a research/consultancy assignment rather than construction or goods procurement, aimed at evaluating training programme effectiveness for an NGO's staff. Scale appears small given it's a single impact study, likely suited to research firms, M&E consultants or academic institutions rather than large contractors. The strict single-envelope, courier-only submission and 45-day bid validity suggest a formal but modest-value NGO consultancy, possibly recurring if training programmes continue annually.

Who can bid: Bidders must have valid FBR/NTN registration and be active tax filers, along with evidence of financial and technical capacity, prior relevant experience, and good client references. Typically, M&E or research consultancy firms with SECP or FBR registration and demonstrated impact assessment experience would qualify.
