Eligibility Requirements for Construction Tenders

Pakistan Engineering Council (PEC) registration is mandatory for any firm bidding on government construction contracts. Contractors are categorised into PEC categories (C1 through C6) based on financial capacity and past project experience, with each category permitting bids up to a defined financial limit. Firms must ensure their PEC category matches the contract value before submitting a bid.

Financial capacity requirements — typically demonstrated through bank statements, credit lines, or banker's certificates — are standard across federal and provincial tenders. Experience certificates for similar completed works, along with a list of ongoing projects, are routinely required as part of the technical evaluation criteria.

Registration with the relevant procurement authority is also required: PPRA (federal), KPPRA (KPK), SPPRA (Sindh), or P-PPRA (Punjab). Military construction projects may additionally require contractor registration with the relevant engineering directorate. Cantonment Board tenders have their own registration requirements through the respective Cantonment Executive Officer.
