Description / Scope of Work
District Council Sialkot invites electronic bids from eligible contractors and firms through the Punjab e-Procurement System for three separate development works valued at a combined estimated cost of approximately 7.379 million Pakistani Rupees. The primary work comprises hiring of machinery for desilting of a pond in Village Toti Chak, Tehsil Daska, District Sialkot, estimated at PKR 3,262,000. Additional works include repair and construction of a sewer line near House Sohail Ahmad Butt in Village Malkay Kalan, Tehsil and District Sialkot (PKR 1,136,000), and providing and laying RCC sewer pipe in Street Bashir Shah Wali, Village Kotli Marla, District Council Sialkot (PKR 2,981,000). All works are located in the Sialkot district of Punjab province and shall be executed in accordance with the Punjab Procurement Rules, 2014 (as amended).
Contractors and firms must be duly enlisted and renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27, where applicable. Bidders are required to submit Bid Security equal to five percent of the estimated cost exclusively through a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System, transmitted through SWIFT MT760 in favour of the Chief Officer, District Council Sialkot. Physical bid securities such as CDR, Pay Order, or Demand Draft shall not be accepted. Upon contract acceptance, successful bidders must furnish a Performance Security equal to five percent of the Contract Price through SWIFT MT760 in accordance with Rule 56 of the Punjab Procurement Rules, 2014. All bidders must comply with financial bid requirements, including unit rates, item-wise amounts, and grand totals in the Bill of Quantities; percentage-based bids, blank entries, and overwriting shall result in rejection.
Bidding documents containing detailed terms and conditions, specifications, eligibility criteria, and Bill of Quantities may be downloaded free of cost from the Punjab e-Procurement System (https://ep.punjab.gov.pk/auth/login) and the PPRA Punjab website. Electronic bids shall be submitted exclusively through the Punjab e-Procurement System on or before 06-08-2026 at 11:00 AM. Bids will be opened electronically on the same day at 1:30 PM at the office of the District Council Sialkot in the presence of bidders or their authorized representatives. Bids shall remain valid for sixty days from the date of opening. The contract shall be awarded to the lowest evaluated responsive bidder in accordance with the Punjab Procurement Rules, 2014. District Council Sialkot reserves the right to reject any or all bids and to increase or decrease the scope or quantity of work subject to budget availability and applicable rules.
