Construction of WSSP Head Office Building in Peshawar – PEC C3 Contractors

Water and Sanitation Service Peshawar, a government department under the Khyber Pakhtunkhwa administration, invites sealed electronic bids for the construction of its new head office building in Peshawar. The project, valued at Rs 360.59 million, will be executed under the Single Stage Two Envelopes System as per KPPRA Rules 2014. The scope encompasses design and construction of a dedicated office facility to house administrative and operational functions for the service provider. Bidding is open to PEC-registered contractors holding a minimum C3 category classification and current provincial enlistment, with demonstrated experience in comparable building construction projects undertaken in Peshawar and across Khyber Pakhtunkhwa.

Eligible bidders must hold valid Pakistan Engineering Council registration with appropriate specialized codes as specified in the Bid Summary Document for 2025-26, be duly enlisted with the provincial enlistment committee, and maintain KPRA registration. A bid security of 2 percent of the total bid price is required, to be submitted in the form of original Contract Dispute Resolution (CDR) documentation along with a supporting affidavit. Bidders must deposit a non-refundable tender fee of PKR 5000 in the designated WSSP bank account immediately upon advertisement publication. Subcontracting or subletting of work is strictly prohibited and will result in contract cancellation, bid security forfeiture, and referral to PEC for blacklisting.

All bids must be submitted electronically through the EPADS portal (https://kp.eprocure.gov.pk/#/supplier/registration) by 11:00 am on 20 August 2026, with technical bid opening to follow at 11:30 am the same day at the WSSP Conference Room. Financial bids of technically qualified bidders will be opened on a date announced after technical evaluation. Original CDR and affidavit documents must be separately sealed and posted to the WSSP office at Local Government Complex, Plot 33, Street 13, Sector E-8, Phase-VII, Hayatabad, Peshawar, arriving before the closing deadline. A mandatory pre-bid meeting is scheduled for 10 August 2026 at 3:00 pm at the WSSP Conference Room.
