Description / Scope of Work

The Public Health Engineering Division Swabi invites competitive bids through UPADS for multiple sanitation and infrastructure development works under the Swabi Area Development Project for the financial year 2026-27. This comprehensive procurement notice covers 22 separate works packages with an aggregate estimated cost exceeding 500 million rupees, including sanitation and allied works at multiple union councils across Swabi District, construction and rehabilitation of Gadoon Janargah, Hafiz bad Kotha Janargah, Malakabad Janargah, Ali Zai Shahedan Topi Janargah, Ula Gadoon Janargah, and Salman Farsi Madrasay Janargah projects under various development schemes. Additionally, the notice includes street pavement and drainage system improvements at multiple locations in UC Zalda across wards I through IV, drainage infrastructure upgrades, and sanitation scheme works in Tankol and adjacent areas, as well as improvement works at Shahbaz Lar Janargah. The works are distributed across multiple schemes including those funded by Tobacco Cess in growing regions.

All bidders must hold valid PEC (Pakistan Engineering Council) registration and maintain valid Provincial Enrollment with KPPRA (Khyber Pakhtunkhwa Public Procurement Regulatory Authority). Firms and contractors are required to possess an active KPPRA statement and comply with all procurement regulations as per Higher Pakhtunikhwa Procurement Regulatory Authority (KPPRA) Act 2014. Bid security requirements are tiered based on the bid amount relative to the engineer's estimate: contractors quoting up to 10 percent below estimate submit 2 percent bid security; those quoting 10 to 20 percent below submit 8 percent additional security; and contractors quoting more than 20 percent below must submit additional security equal to the differential amount plus detailed rate analysis. All applicable federal and provincial taxes will be deducted as per rules.

Bidders must submit separate envelopes for each scheme, clearly mentioning the work name and including all required documents with 2 percent CDR and additional security as applicable. The CDR and additional security must be submitted separately to the undersigned office on 11 November 2026 at 11:00 AM, with tender opening scheduled for the same day per KPPRA notification. For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

This is a large multi-package procurement spanning 22 separate sanitation, drainage, and infrastructure works across Swabi District with individual project costs ranging from 3.98 to 27.046 million rupees.

The notice employs tiered bid security requirements with penalties for aggressive discounting beyond 20 percent, signaling the procuring entity's concern about quality and financial stability. These appear to be one-off development projects rather than recurring contracts, concentrated in FY 2026-27. Bidders require active PEC and KPPRA enrollment; the September 2026 deadline provides moderate preparation time. The scattered geographic locations and varied work types suggest this may suit larger firms with diversified sanitation and infrastructure capabilities.

Who can bid: Bidders must hold valid PEC (Pakistan Engineering Council) registration and maintain Provincial Enrollment status with KPPRA. Valid KPPRA Active Statement is mandatory. Firms and contractors must comply with KPPRA Act 2014 requirements. Typically, construction works also require relevant experience and financial viability documentation, though specific experience thresholds are not stated in this notice.
