Description / Scope of Work
The Executive Engineer, Public Health Engineering (Development) Division Umerkot invites electronic bids through the E-Pak Acquisition and Disposal System (EPADS) for the procurement and installation of a submersible pump for Village Abdul Majeed Ji Dhani Laplo, UC Khokhrapar, Taluka Umerkot in Sindh province. The estimated contract value is Rs. 1.815 million with a 24-month completion period. This is a small works contract under the single stage two envelope procurement method for interested contractors, firms and companies registered with Pakistan Engineering Council in relevant categories with valid renewal limits.
Eligible bidders must have at least five years of verifiable business establishment and must be registered with Pakistan Engineering Council in Civil, Electrical (Solar), and Mechanical (Pumps) categories. Bidders must hold valid National Tax Registration Certificate with active taxpayer status, Sindh Revenue Board registration certificate, valid electrical license from the Electrical Inspectorate valid until December 2027, and submit a valid CNIC copy of the firm owner. Bid security of 5 percent of tender amount and performance security of 5 percent are required. An affidavit on Rs. 500 e-stamp declaring non-blacklist status, absence of litigation, accuracy of information, and six-month defect liability responsibility must be provided.
Bidding documents can be downloaded from http://portalsindh.eprocure.gov.pk/ until 21 September 2026 at 2:30 PM. Electronic bids must be submitted through EPADS only by 22 September 2026 at 9:30 AM. Tender fee of Rs. 5,000 and original bid security instrument must be delivered physically to the Procurement Agency before the submission deadline. Bids will be opened on 23 September 2026 at 10:00 AM. Liquidated damages of 1 percent on estimated cost apply for delays. Deductions from bills include 8 percent income tax, 5 percent security deposit, and 5 percent SRB tax.
