Description / Scope of Work
This document is a standard bidding template issued by the Sindh Public Procurement Regulatory Authority (SPPRA) for the procurement of works contracts valued up to Rs 2.5 million across Sindh province. The document serves as a model framework for admeasurement contracts using percentage rate or unit price bidding based on a Bill of Quantities. It is designed to guide procuring agencies and contractors in preparing, submitting and evaluating bids in accordance with the Sindh Public Procurement (SPP) Rules 2010 and ensures transparent, competitive bidding processes for infrastructure and construction projects throughout the province.
Bidders must meet codal eligibility requirements including valid National Tax Number (NTN) registration, relevant professional registrations (PEC where applicable), and submission of turnover and experience statements as specified in individual tender notices. Bid security must be provided in the amount and form prescribed in the Notice Inviting Tender (NIT). Conditional offers proposing alternatives to specified works or timelines, or bids without required security documentation, will be rejected outright. All bids received after the stated deadline will be returned unopened.
Bidding documents will be issued on dates and at places specified in the NIT published on the SPPRA website and in printed media as required. Bids must be submitted in sealed envelopes clearly marked with the work name and number. Bid opening, evaluation and contract award will follow the procedures and timelines announced in the NIT. Procuring agencies retain the right to reject all or any tenders. Bidders should contact the relevant procuring agency for complete bidding documents, submission instructions and further clarifications regarding specific projects.
