For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
IBA seeks supply of approximately 200 HPIT lamps (150W and 400W in warm and cool white variants), ignitors, ballasts, and eight large floodlight fixtures.
This is a modest-scale procurement with a short turnaround (three days). The mandatory sample approval requirement before order placement creates an upfront approval gate. Pricing is fixed with no post-quote negotiation permitted. Notable is the two percent monthly liquidated damage clause for delays and IBA's reserved right to split the order among multiple vendors or cancel any item. This appears to be a one-off facility maintenance or upgrade purchase rather than a framework contract.
Who can bid: The notice does not explicitly state registration or licensing requirements. Bidders supplying to government institutions in Pakistan are typically required to hold valid NTN registration with the Federal Board of Revenue and must be registered with the relevant trade body. Suppliers of electrical equipment should typically hold relevant certification or be authorized distributors of Philips products.
