Description / Scope of Work
The Pakistan Agricultural Storage & Services Corporation Limited (PASSCO) in Lahore, Punjab invites sealed proposals from reputable consultancy firms for the hiring of a Third Party Monitoring and Validation firm. The primary objective is to monitor and validate the sale and auction process of approximately 8,197.989 metric tons (±15%) of damaged wheat. This procurement is conducted through the e-Pak Acquisition and Disposal System (EPADS) following the Single Stage Two Envelope bidding procedure. Eligible firms must demonstrate extensive experience in monitoring, validation, or auditing services and must be registered with the relevant tax authorities, including the Federal Board of Revenue, appearing on the Active Taxpayers List. Comprehensive Request for Proposal (RFP) documents, including the Terms of Reference (TORs), evaluation criteria, and contract conditions, are available via the EPADS portal. A bid securing declaration or bid security is required as per the instructions in the bidding documents. All electronic proposals must be submitted through the EPADS system by 11:00 AM on 22 May 2026, with the opening of technical proposals scheduled shortly thereafter to ensure transparency in the disposal of government assets.
