Description / Scope of Work
The Directorate General Procurement (Army), located near 502 Central Base Workshop EME on Main Adyala Road in Rawalpindi, Punjab, invites sealed tenders from reputed firms possessing valid NTN certificates for the supply and establishment of a Mini AI Data Centre comprising 18 imported items. The tender reference is 08-1140-FY 25-26-1-C-C&IT FOR (Imported), with a delivery period of 9 to 12 months. Procurement will be conducted in accordance with PPRA (Public Procurement Regulatory Authority) rules, and firms are advised to submit realistic quotations avoiding exorbitant rates. The tender encompasses various items required for the complete data centre establishment at the specified location in Rawalpindi.
Eligible bidders must be reputed firms with NTN certificates and must possess an agency agreement or dealership certificate from the foreign OEM for imported stores. Participants are required to demonstrate adequate financial capability commensurate with the tender value through bank statements covering the last 12 months and an undertaking of financial competence. A challan of Rs 2000 must be deposited into Government Treasury (Code Head 1/845/30) for each tender separately. Bid security is mandatory: Pre-Qualified/Registered/Indexed Firms require 2% of quoted value (maximum Rs 0.500 million), Pre-Qualified/Registered but Un-Indexed Firms require 3% (maximum Rs 0.750 million), and Non Pre-Qualified/Unregistered/Un-Indexed Firms require 5% (maximum Rs 1.000 million). Essential documents include photocopies of CNIC of MD, NTN certificate, and sales tax registration documents. A performance guarantee of 10% contract value is required within 30 days of contract signing. Offer validity is 120 days from commercial offer opening.
Tender documents and complete specifications can be obtained from DGP (Army) Rawalpindi on production of required documents. The last date for collection of tender documents is 03 June 2026. Sealed bids comprising a single package with two separate envelopes (one for technical proposals and one for financial proposals) must be submitted by 05 June 2026 at 1030 hours, with opening scheduled for 1100 hours the same day in the tender room of DGP (Army) in the presence of firm representatives. Tender opening and award are subject to PPRA rules, and the competent authority reserves all rights to accept or reject any or all tenders.
