Description / Scope of Work
The District & Sessions Judge, Bhakkar invites sealed electronic bids for the provision and installation of hybrid solarization (off-grid) systems across multiple court facilities in Bhakkar district, Punjab for the financial year 2025-2026. The procurement encompasses four separate work packages with a total estimated cost of Rs. 2,66,50,000 and total earnest money requirement of Rs. 12,82,500. Work package one involves provision of hybrid solarization system for twelve courts and two allied offices at the District Headquarters in Bhakkar, estimated at Rs. 1,33,00,000. Package two covers three courts and one allied office at Tehsil Headquarters Mankera valued at Rs. 38,00,000. Package three addresses three courts and one allied office at Tehsil Headquarters Kallur Kot, also estimated at Rs. 38,00,000. Package four provides hybrid solarization for four courts and one allied office at Tehsil Headquarters Darya Khan, valued at Rs. 47,50,000. All projects carry a fifteen-day time limit from issuance of work orders and supply orders.
Eligible bidders must possess valid registration with the Pakistan Engineering Council in the relevant category or codes for the year 2025-26 and must be registered on the Punjab PPRA website. Bidders are required to submit earnest money as certified deposit receipt at five percent of estimated cost in favor of the District & Sessions Judge, Bhakkar, with failure to submit original CDR within two hours before bid opening leading to disqualification. All bids must be submitted through the EPADS system with rates quoted in accordance with PPRA Circular No. L&M (PPRA) 10-1/2011-008595 dated 11.10.2024, and bidders must provide complete rate analysis across all financial bid pages.
Bids will be submitted through EPADS up to 10:00 AM on 16 June 2026 and opened the same date at 11:00 AM in the presence of the Tender Opening Committee at the District & Sessions Judge office in Bhakkar. Lowest bidders must submit a performance bank guarantee of ten percent of bid amount within fifteen days of letter issuance, otherwise the tender stands cancelled and earnest money is forfeited. The procurement follows the Single Stage-Two Envelope Procedure under rule 38 of the Punjab Procurement Rules 2014, and PPRA rules with amendments will be strictly enforced.
