Description / Scope of Work
Punjab Financial Advisory Services (PFAS), a newly established entity under the Finance Department, Government of the Punjab, invites bids for the provision of networking equipment. This procurement is referenced as PFAS/2025-26/06 and covers all items specified in Section III of the bidding document. The estimated total procurement cost is PKR 13,000,000 inclusive of all applicable taxes. PFAS is mandated to provide financial, fiscal, and management advisory services to the Government and supports public sector institutions through technical assistance, policy advice, and institutional strengthening initiatives. The procurement is being conducted in Lahore, Punjab province, under the Single Stage One Envelope bidding procedure as prescribed in PPRA Rules 2014.
Eligibility requires bidders to be registered on EPADS and with relevant Registration Authorities and Tax Departments including Income Tax and Sales Tax authorities. Bidders must be firms, companies, sole proprietors, or general order suppliers. Partial bidding for any item is not permitted. Bid Security of PKR 260,000 (2% of estimated cost) shall be submitted in the form of Call Deposit Receipt, Bank Guarantee, Demand Draft, Pay Order, or Banker's Cheque issued from a scheduled bank in favor of "Punjab Financial Advisory Services Fund" and valid for a minimum of six months. The original bid security instrument must be submitted to the PFAS office before the bid submission deadline.
Bidding documents containing detailed requirements, terms, and conditions are available for registered bidders on EPADS at https://punjab.eprocure.gov.pk, the PPRA website at https://ppra.punjab.gov.pk, and the PFAS website at https://pfas.com.pk/. Bids must be submitted electronically through EPADS on or before 11th June 2026 at 11:00 AM. Manual submissions, hard copies, and courier deliveries will not be entertained. Late bids shall be rejected. Bid opening will occur through EPADS on the same day at 11:30 AM in the presence of bidders' representatives.
