Description / Scope of Work
The Drainage and Reclamation Institute of Pakistan (DRIP) under the Pakistan Council of Research in Water Resources (PCRWR) invites interested parties to participate in an online open public auction for leasing fruit orchards located in Tando Jam on an as-is, where-is basis. The auction encompasses four separate lots: Lot-I consisting of 9 acres of Banana orchards with initial bid price of Rs. 400,000 per acre per year, Lot-II comprising 3 acres of Mango orchards at Rs. 350,000 per acre per year, Lot-III covering 6 acres of Mango orchards at Rs. 250,000 per acre per year, and Lot-IV containing 2 acres of Guava and Jujube orchards at Rs. 150,000 per acre per year. The lease period is three years commencing from July 1, 2026 to June 30, 2029. The auction will be conducted through the e-Pak Acquisition and Disposal System (EPADS) portal at https://www.epads.gov.pk with a closing deadline of June 30, 2026 at 11:00 AM, and e-bids will be opened at 11:30 AM the same day at the DRIP offices in Tando Jam.
Eligibility for participation is limited to individuals, agricultural firms, or registered companies based in the Lower Sindh region who possess valid CNIC identification, NTN or GST registration if applicable, adequate financial capacity supported by bank statements covering the last 2 to 3 years, and relevant orchard management experience of 3 to 5 years. Each bidder must submit earnest money of Rs. 50,000 per lot as bid security in the form of Pay Order, Demand Draft, or Bank Transfer in favor of the Director General, DRIP, PCRWR. The lease amount is subject to an annual increment of Rs. 15,000 per acre in the second and third years. Bids without earnest money shall be rejected, and the earnest money of unsuccessful bidders will be refunded without interest while the highest bidder's earnest money shall be returned upon successful completion of the lease period or forfeited in case of withdrawal, default, or failure to execute the lease agreement.
Interested parties may visit the orchards at DRIP Tando Jam during office hours prior to participating in the auction. Bidders must register on the EPADS portal and submit all bids electronically; manual bids will not be accepted. Upon bid acceptance, successful bidders must deposit a security amount equivalent to 5 percent of the total bid amount within seven days and execute a formal lease agreement on e-stamp paper within 15 days. The copy of the detailed lease agreement may be downloaded from the PCRWR website or EPADS portal. The competent authority reserves the right to accept or reject any or all bids at any stage without assigning reason, and DRIP, PCRWR shall not be liable for losses arising from natural calamities, pest infestations, adverse weather, market fluctuations, or government policy changes.
