Description / Scope of Work
The Deputy District Education Officer W-EE Sialkot invites sealed tenders for the procurement of Solar System and related equipment with an estimated contract value of PKR 50,00,000 (fifty lakh rupees). The procurement is open to well-reputed, financially sound and technically capable firms, suppliers and manufacturers of solar systems that possess adequate managerial capacity and are duly registered with the Income Tax and Sales Tax Departments of Pakistan. This tender is being executed in Punjab province and the bidding process will be managed through the EPADS (e-Pak Acquisition and Disposable System) electronic platform.
Bidders must be registered with both Income Tax and Sales Tax authorities to participate in this procurement. All bids must be accompanied by bid security equivalent to 2 percent of the estimated cost (PKR 100,000) in the form of a Bank Guarantee, Call Deposit Receipt (CDR), or Demand Draft made in favor of the Deputy District Education Officer W-EE Sialkot. The photocopy of the bid security should be attached with the electronic bid submission, while the original bid security document must be physically submitted to the specified office address at least one hour before the closing time. Failure to comply with these requirements will result in rejection of the bid as non-responsive. All bidders must be prepared to submit samples if demanded by the technical evaluation committee, and all applicable taxes including GST and Income Tax must be included in the quoted prices.
The bidding documents can be downloaded free of cost from the official websites www.ppra.punjab.gov.pk and https://punjab.eprocure.gov.pk. Bids must be submitted electronically through the EPADS platform by 18-06-2026 at 03:00 PM, and bid opening will occur on the same day at 04:00 PM in the presence of bidders. A Single Stage One Envelope bidding procedure will be applied for this procurement. All procurement assessments and procedures including receiving, opening and awarding of contracts shall be governed by the Punjab Procurement Rules 2014 as amended from time to time. The Deputy District Education Officer W-EE Sialkot reserves the right to cancel tender proceedings at any stage by providing reasons.
