Building Construction Project Management, QAOC and Site Supervision Services for ADB Pakistan Resident Mission

The Asian Development Bank (ADB), a multilateral development finance institution established in 1966 with headquarters in Manila, invites proposals for Building Construction Project Management, Quality Assurance and Quality Control (QAOC), and Site Supervision Services for ADB Pakistan Resident Mission (PRM) located in Islamabad, Federal Province. This Request for Proposal (RFP) seeks qualified consultants to provide comprehensive client-side Project Management Consultancy (PMC) services, including project management, QAOC, and site supervision for building construction and final works. The consultant will deliver oversight, inspection, certification, and advisory services across all project stages from implementation through testing, commissioning, handover, and closure, ensuring compliance with approved schedules, budgets, quality, safety, and environmental requirements. The project scope extends over the duration of construction, anticipated at forty-eight (48) months from the commencement date of the construction contract, covering the active construction supervision phase and including the Defects Liability Period.

Eligibility requirements mandate that bidders are members or associates of the ADB Member Countries, have not been sanctioned or declared ineligible for ADB transactions, and provide proof of legal existence as a valid registered company operating in Pakistan or as a Joint Venture arrangement with a local company. All bidders must demonstrate at least five years of experience in Project Management or Construction Management in Pakistan, possess a sound financial and credit position (net worth and equity calculations to be provided), maintain office premises in Islamabad/Rawalpindi, and submit all required documentation including PEC registration, JV agreements with partner confirmations, daily executed agreements, and experience credentials. Joint Venture partners must comply with ADB PEC registration requirements, and all international vendors must provide applicable PEC registration relevant to their scope of participation.
