Description / Scope of Work
The Local Government Department, Government of Sindh invites proposals from qualified consultants for selection of consultancy services for planning, design and construction supervision of a bridge (flyover) at Power House Chowrangi North, District Central, Karachi. This Request for Proposal (RFP) is issued under reference PM/LGP/GOS/144/2026 dated 04-06-2026 and seeks to engage reputable engineering organizations or firms possessing valid Pakistan Engineering Council (PEC) registration certificates in relevant fields and active enlistment with the Federal Board of Revenue's Active Taxpayer List. The project location is Power House Chowrangi North, Karachi, in the Sindh province, and consultants will be responsible for comprehensive planning, detailed design, and full construction supervision services.
Eligible bidders must be registered consulting engineers or engineering firms with valid PEC credentials and current federal taxpayer status as detailed in the RFP document's eligibility criteria. Interested consultants must register their firm or company on the SPPRA (Sindh Public Procurement Regulatory Authority) EPADS website at http://portalsindheprocurement.gov.pk for submission of electronic bids. The procurement process follows a Single Stage – Two Envelope Procedure where both technical and financial proposals must be submitted exclusively online through the EPADS portal with no manual physical submissions accepted.
Proposals must be submitted online on or before 24 June 2026 at 2:00 PM, with technical proposals opening on the same date at 2:30 PM at the office of the Project Manager, Local Government Projects, located at Room No 05, Ground Floor, Annexe Old KBCA Building, behind Civic Centre, Gulshan-e-Iqbal, Karachi. Financial proposals of technically qualified firms will be opened after technical evaluation. A pre-bid conference is scheduled for 19-06-2026 at 2:30 PM at the same office location. Consultants must submit proposals in strict accordance with Instructions to Consultants (ITC), Data Sheet, and RFP Notice, and firms providing unsubstantiated or incorrect information are liable to legal action and disqualification. The RFP documents are available for download on the EPADS website, and the procuring agency reserves the right to reject all proposals as per SPPRA rules.
