Description / Scope of Work
The Punjab Ring Road Authority (PRRA), Government of The Punjab, invites sealed bids from qualified and experienced firms, companies, operators, and joint ventures for the leasing and renting out of specified spaces and locations for the establishment of service areas at Lahore Ring Road (LRR). This tender is issued through a Single Stage–Two Envelope (SSTE) bidding procedure in accordance with prevailing PRRA Rules, 2014 as amended to date. The procurement aims to develop functional service areas along the Lahore Ring Road to provide essential facilities for commuters and users of the highway corridor in Punjab.
Bidders must be experienced and qualified entities with proven track records in similar commercial or service establishment operations. Applicants are required to submit comprehensive technical proposals along with financial bids, demonstrating their capacity to establish and manage service areas effectively. The bid must include general information, experience records, financial capabilities, litigation history, and curriculum vitae of proposed staff. Bids must be submitted in a single package containing separately marked Technical Proposal and Financial Proposal sections, with amounts quoted in both figures and words.
Bids must be submitted to the office of Director Contracts, P&D on or before 25 June 2026, not later than 11:00 AM. Technical bids will be opened the same day at 11:30 AM in the presence of applicants or their representatives and a PRRA committee. Only technically responsive and qualified bidders shall be eligible for financial bid opening. Financial proposals of technically non-responsive bidders shall remain unopened.
