Description / Scope of Work
Water and Sanitation Agency (WASA) Multan invites sealed bids from registered engineering firms and contractors for two sewerage works in Multan, Punjab. The first project involves replacement of sewer line in T-Block Street No.2F, Street No.4, Mohallah Bilal Nager with an estimated cost of Rs.2,456,319 and completion period of 30 days (TS No.544/DW/WASA). The second project concerns desilting of old sewer line through mechanical winching at Jinnah Muhammad Chowk to Kumaran Wala Chowk, Multan with an estimated cost of Rs.2,294,698 and similar 30-day completion timeline (TS No.547/DW/WASA). Both works are to be executed under single stage two envelope bidding procedure in accordance with PPRA Rules 2014 and Punjab Procurement Regulations 2024.
Intending contractors and firms must be registered with Pakistan Engineering Council in the relevant category and also registered on Punjab e-PADS website (www.punjab.eprocure.gov.pk). Bid security shall be deposited in the form of a Call Deposit Receipt (CDR) from Bank of Punjab (BOP) in favour of the Director Finance WASA Multan, with earnest money at 2% of the quoted bid amount. The general direction specifies that bidders whose tendered amount equals or is less than 5% of approved estimated cost shall deposit quality assurance security equal to the difference between approved DNIT amount and quoted bid amount within 15 days of award notice in shape of bank guarantee from Bank of Punjab.
Bidding documents are available on e-PADS website at www.punjab.eprocure.gov.pk and Punjab Procurement Regulatory Authority (PPRA) website at http://ppra.punjab.gov.pk. Original CDR must be submitted in sealed envelope to the Head Clerk, Office of the Deputy Director Sewerage Division Central WASA at Mumtazabad WASA Office, Multan, on or before 11:00 AM on the e-bid submission deadline (30-06-2026). Technical bid opening will occur on the same day at 11:30 AM on e-PADS platform, with financial bid opening scheduled after technical evaluation. Hard copies of bids will not be accepted. Contractors may attend the office of Director Works WASA at 316-A Shamasabad Colony, WASA Head Office Multan on 30-06-2026 at 11:30 AM for bid opening. All bids remain valid for 120 days and will be governed by current PPRA rules and Punjab procurement regulations.
