Description / Scope of Work
Government Special Education Centre, Wahga Town, Lahore invites sealed bids through the E-Pak Acquisition & Disposal System (E-PADS) under the Punjab Procurement Rules, 2014 and Punjab Procurement Regulations, 2024 for the procurement of Information Technology equipment, other stores and stocks, plant and machinery, and furniture and fixtures under the ADP scheme titled Construction of Building of Government Special Education Centre Wahga Town, Lahore during the Financial Year 2025-26 on a framework contract basis. The total estimated cost of procurement across four lots is approximately 10 million Pakistani Rupees, comprising IT Equipment (Lot 1: Rs. 4.53 million including interactive LED displays, tablets, computers and headphones), Other Stores and Stocks (Lot 2: Rs. 0.762 million including Braille frames, learning blocks, and sports equipment), Plant and Machinery (Lot 3: Rs. 0.6 million including treadmill and exercise cycle), and Furniture and Fixtures (Lot 4: Rs. 4.108 million including desks, chairs, tables and patient beds).
Interested bidders must be well-reputed, financially sound, and experienced firms duly registered with Income Tax, Sales Tax, and Punjab Sales Tax Departments where applicable. Bidders are required to submit bid security at five percent of the estimated cost for each lot. A Performance Security form will be required from the successful bidder. Bids will be evaluated based on technical specifications and financial quotations using a single-stage, two-envelope bidding procedure as per the prescribed evaluation criteria and technical specifications detailed in the bidding document.
Bidding documents can be downloaded from the E-PADS portal and the PPRA website. Interested bidders shall submit their e-bids through the E-PADS portal in the prescribed manner on or before 30th June 2026. Further information regarding the procurement may be obtained from the office of the Government Special Education Centre, Wahga Town, Lahore. Bid opening and evaluation will follow the procedures outlined in the bidding document, and the contract will be awarded to the successful bidder meeting all technical and financial requirements.
