Description / Scope of Work
The Secretariat of Council of Common Interests, located in Islamabad, invites sealed bids for pre-qualification of workshops and vendors to provide repair, maintenance, and petty purchase services during the financial year 2026-27. Two categories of pre-qualification are being solicited: pre-qualification of workshops for repair and maintenance work of official vehicles and motorcycles of the Secretariat, and pre-qualification of firms and vendors for repair, maintenance, and petty purchases up to Rs. 500,000 in accordance with Rule 42 of PPRA Rules 2004 as amended. The vendor services include maintenance of transport, machinery and equipment, computer hardware and software, and IT equipment. All applications must be submitted through the PPRA-EPMS online platform at https://epms.ppra.gov.pk.
Eligible bidders must be registered with the Income and Sales Tax Departments and listed on the Active Taxpayer List (ATL) of the Federal Board of Revenue, with valid documentation attached. Workshops must have at least five years of relevant experience with Government Departments, possess their own complete setup including secure garage facilities and spare parts availability, maintain telephone and fax facilities, and demonstrate sound financial position supported by six months of bank statements. A non-blacklisting certificate on affidavit is mandatory. The pre-qualification committee reserves the right to conduct physical inspections of workshops and offices before approval.
Successful workshops will be obligated to execute work immediately upon referral, including during odd hours, clearly specify whether GST is included or excluded in rates, return old spare parts upon replacement, provide warranty periods for all items, and bear transportation costs for items requiring workshop repairs. Workshops must provide a list of current clients and are subject to disqualification and blacklisting for submission of false information or deficiency in deliverables. The Secretariat reserves the right to reject or accept any or all bids in accordance with PPRA Rules 2004.
