Description / Scope of Work
Town Committee Gharo District Thatta, Sindh invites sealed tenders for outsourcing sanitation services comprising sweeping of roads, streets and cleaning of open surface drains and sewerage lines across eight wards of the municipality. Four separate contracts are being offered for wards 01-02, 03-04, 05-06 and 07-08, each valued at 3.0 million rupees with a total estimated cost of 10 million rupees funded through OZT Share. The work will be executed over six months from 1 August 2026 to 30 January 2027, covering routine maintenance of municipal sanitation infrastructure in Thatta district.
Eligible bidders must be registered waste management firms holding Non Hazards Waste License from Sindh Environmental Protection Agency (SEPA) and possess Sindh Revenue Board Certificate of Registration in Waste Management code 9852. Contractors must submit earnest money equal to 2 percent of bid value, a one-year bank statement, experience certificate, and proof of annual turnover above 30 million rupees with audited accounts for 2025. Firms must have minimum five years experience in rural waste collection, dumping and recycling of municipal garbage, and two years in waste management capacity building. Tender fee is Rs.1000 and bid security is refundable only after tender finalisation.
Tenders are to be uploaded on EPAID platform by 13 July 2026 at 12:00 pm, with first attempt opening at 12:00 pm and second at 1:00 pm on the same day. Bidding documents and complete terms of conditions are available from the Town Officer, Town Committee Gharo during office hours. The tender follows SPPRA 2010 amendment 2019 procedures with single stage one envelope national bidding method. Town Committee Gharo reserves the right to accept or reject any tender per SPPRA rules, and successful contractors must execute non-judicial agreements as per government policies.
