Description / Scope of Work
Pakistan Security Printing Corporation (Pvt.) Ltd (PSPC), located in Karachi, Sindh, invites proposals for the pre-qualification of health insurance companies for a three-year contract period effective from the date of award. This invitation follows pre-qualification advertisement LP/T-2419/26/ABZ dated June 16, 2026. The procurement is open to all reputed health insurance service providers to supply insurance services in support of PSPC's employee and operational requirements. The contract will be funded from PSPC's reserved budget for the financial year 2025-26.
Bidders must meet specific eligibility criteria including registration with tax authorities as active taxpayers, absence of any declaration of ineligibility for corrupt or fraudulent practices from government or public sector organizations, and compliance with all technical specifications and conditions outlined in the tender document. Bidders and their deputed staff must submit undertakings to comply with PSPC's Code of Conduct and all applicable Health, Safety, and Environment (HSE) laws, regulations, and industry standards. Experience certificates must be issued directly in the name of the bidding company and not through sub-contracting or affiliated arrangements. All required documentation must demonstrate compliance with eligibility criteria defined in the Terms of Reference.
Pre-qualification documents including general conditions of contract and technical specifications are available free of cost on EPADS. Electronic bids must be submitted via EPADS (uploading method) on or before July 3, 2026 at 11:00 AM. Manual bids will not be accepted. E-bids will open on the same day at 11:30 AM using EPADS. Bidders are advised that in case of any contradiction between the Terms of Reference and prequalification document, the TOR will be considered the primary document. All pages must be signed and stamped by the bidder.
