Sui Northern Gas Pipelines Limited (SNGPL) invites sealed bids through the Electronic Procurement and Auction Digitization System (EPADS) for the supply of welding material to support construction and maintenance operations at the SNGPL Project Camp in Kot Palak, Dera Ismail Khan, Khyber Pakhtunkhwa. The tender enquiry number is FCS/KPAL/TE/027/2026, issued on 16 June 2026 with a closing date of 8 July 2026. The procurement covers welding materials as detailed in the attached technical specifications and schedule of requirements. Bidders must be registered with the relevant tax authorities and hold valid GST and National Tax Numbers along with professional tax clearance certificates. Bid security in the form of an original bid bond must be submitted in hard copy to the Senior Officer (Procurement) at the SNGPL Construction Camp opposite Ghazni Khel Filling Station near Gulbaz Shop, Lakki Marwat, before the closing time of 1500 hours on or before 8 July 2026. All quotations must be submitted exclusively through the EPADS portal and must remain valid for 60 days from the closing date.
Eligibility requirements stipulate that bidders must be manufacturers or authorized dealers with proper documentation including copy of NIC for sole proprietors, partnership deeds for partnerships, or articles of association for limited companies. Quotations must be submitted in Pakistani Rupees inclusive of all taxes, duties, and levies including sales tax at the standard rate of 18% unless otherwise clearly specified. Bidders unable to fully comply with technical specifications must indicate reservations and submit complete literature and specifications for items offered; failure to do so will result in bid disqualification. A questionnaire and commercial terms sheet must accompany the bid, and all offers must conform to general terms and conditions outlined in Appendix A. The company reserves the right to increase or decrease quantities by up to 15% after tender opening or cancel the tender entirely.
Bid opening will occur publicly on 8 July 2026 at 1530 hours at the same address in Lakki Marwat, or on the next working day if a public holiday falls on the scheduled date. Authorized representatives may attend the opening ceremony upon presentation of an authority letter in the prescribed format. Payment will be made within 30 days of goods receipt, except for items received subject to approval, in which case the 30-day period commences from the approval date. SNGPL as withholding agent will deduct 1% of total sales tax shown in the invoice as per the Sales Tax Special Procedure (Withholding) Rules 2007.
