Description / Scope of Work
The Lahore Electric Supply Company Limited (LESCO), the designated purchaser under financing from the Asian Development Bank, invites sealed competitive bids for the procurement of 132kV STG material including 11kV/433V and 132kV 400kVAR Capacitor Cells under the Power Distribution Strengthening Project in Punjab, Pakistan. The contract reference is ADB-IG-R-1-LESCO-2028 (L-44) with a total quantity of 2,880 units for 11kV cells and 200 units for 132kV cells. This procurement is open to eligible bidders from all eligible countries as described in the bidding documents, and bidders must meet minimum qualification criteria outlined in the Bidding Document including at least 15 years of design and manufacturing experience for similar goods with equal or higher rating and capacity.
Bidders and their proposed manufacturers must demonstrate satisfactory operational capability and relevant supply experience for similar goods for continuous periods of at least 3 years. All partners must comply with bid security requirements, which must be posted with the bid submission. Bidders are required to submit up-to-date financial statements including audited balance sheets and income statements for the last three years, along with evidence of adequate liquid assets and working capital to ensure smooth execution of the supply contract. Bidders not manufactured in Pakistan must obtain authorization from the concerned manufacturer to submit bids for supply of goods in Pakistan against the tender.
Bidding documents in English can be obtained by contacting the Office of the Chief Engineer (Development) at LESCO's Project Management Unit (PMU) located on Canal Road, Lahore, or by requesting the documents through ADB's portal. A non-refundable fee of PKR 5,000 or equivalent USD must be paid via cashier's cheque, pay order, or draft made payable to LESCO at the PMU address. Documents will be sent by registered post or courier, with delivery charges of PKR 3,000 domestically or USD 150 for overseas delivery. Sealed bids must be submitted on or before 17 August 2028 at 11:00 am Pakistan Standard Time to the address specified in the Bidding Document, accompanied by bid security as detailed. Bids will be opened on the same date, and bidders are encouraged to review the Bidding Document thoroughly for all terms, conditions, and qualification requirements.
