What PEC registration is
The Pakistan Engineering Council (PEC) licenses construction firms as Constructors and Operators. This registration certifies that a firm has the financial capacity, engineering staff, and experience to undertake civil works at a given scale. It is separate from your ePADS or vendor registration — PEC is about your engineering eligibility; ePADS is about the bidding platform.
Why you need it for tenders
Almost every government construction and civil-works tender — federal, provincial, or local-council (e-Baldia) — requires bidders to hold a valid PEC registration in a category that matches the contract value. Bid without it, or in too low a category, and your bid is rejected at the technical stage. The category you hold sets the ceiling on the contract value you can bid for.
PEC constructor categories explained
Constructors are graded by the maximum value of works they can undertake:

Limits are indicative and revised by PEC periodically — always confirm the current ceiling on the PEC website. Higher categories require more engineers on payroll and stronger financials.

How to register with PEC
- Create an account on the PEC online portal and choose "Constructor/Operator Registration".
- Enter firm details and attach the required documents.
- Add your registered engineers against their PEC RE numbers.
- Pay the category fee online.
- Submit for review; PEC verifies documents and may inspect for higher categories.
- On approval, download your registration certificate — renewable annually.
