SCADA stands for supervisory control and data acquisition: a system of sensors, controllers, communication links and software that lets operators watch and control a remote plant from a central room. In Pakistan it is used in power grids and substations, gas and oil pipelines, water supply and tube-well networks, canals and barrages, treatment plants and large industrial sites. Tenders in this category ask for the design, supply, programming, installation and commissioning of such systems.

Closely linked are panel and automation tenders. Control panels, motor control centres, distribution boards, capacitor banks, PLC and HMI units, variable frequency drives and building automation or smart home controls are specified in detail, and fabricators and system integrators bid for them. Smaller notices cover the repair or upgrading of old panels and the replacement of obsolete relays.
Evaluators look for integration skill. A good bid shows that the supplier understands the process being controlled, the protocols in use and the cybersecurity expectations of the buyer. Many of these contracts are long relationships rather than one-off supplies. A utility that installs a SCADA system will need extensions, software updates, spare modules and training for years afterwards, and it usually prefers a vendor with engineers in Pakistan. Panel and automation work for smaller buyers is more transactional, but even there the buyer expects drawings, test certificates and a labelled, neatly wired product. Documentation, such as as-built drawings and operation manuals, is usually a payment condition.
Buyers include power distribution companies and the National Transmission and Despatch Company, gas utilities, oil and gas exploration firms, water and sanitation agencies, irrigation departments, WAPDA and dam authorities, railways, ports, large factories and development projects. Hospitals, universities and commercial towers also buy panels and building automation for new constructions.
Public buyers follow the Public Procurement Rules, 2004 on e-PADS or the provincial rules under PPRA Punjab, SPPRA, KPPRA and BPPRA. SCADA contracts are usually two-envelope bids with strict technical scoring, past experience conditions and sometimes a joint venture with a foreign principal. Equipment must follow relevant international standards such as IEC, and panel makers are often asked for type-test reports. Electrical contractors who carry out installation may need registration with PEC in the appropriate category when the work includes substantial electrical works, and utilities frequently maintain their own approved-vendor lists. Warranty periods in these contracts are often long, and a retention amount may be held until they end, which affects cash flow and pricing.
Typically the master station, software, controllers, field instruments, communication links, installation, testing, training and a warranty and support period.
Often yes. Panels, MCCs and distribution boards are bought as equipment, but may also be bundled into automation projects.
For equipment supply alone, usually not. When the tender includes electrical works or installation of substantial value, PEC registration in an electrical category is commonly required.
Yes, for panel supply and repair notices, if they can show past work and test capability. Large SCADA projects tend to go to integrators or joint ventures.
