Survey & Research Tenders in Pakistan

Government departments, development agencies and donor-funded projects commission surveys and research to understand needs, measure results and plan investment. The notices fall into two broad families. Social and market research covers household and perception surveys, baseline and endline studies, impact evaluations and policy research. Technical surveys cover topographic, geotechnical, traffic and land surveys that feed into engineering design.

What survey & research tenders cover

Firms that win this work range from research houses with field enumerators across provinces to small consultancies, universities and survey engineers. Evaluation is usually quality-based, with the technical proposal weighing heavily, so the team and the method matter more than the lowest price.

The following sections set out what is commissioned, who commissions it and what a strong proposal contains.

  • Household, health, education and livelihood surveys
  • Baseline, midline and endline studies for development projects
  • Impact and process evaluations and third-party monitoring
  • Market research, customer satisfaction and perception studies
  • Topographic, contour and boundary surveys for design and land projects
  • Geotechnical investigation, soil testing and traffic counts
  • Data collection using tablets, GIS mapping and remote sensing
  • Research reports, policy papers and feasibility studies

Who issues them

Federal and provincial planning, health, education and agriculture departments, statistics bureaus, municipal bodies and development authorities issue these notices. Donor-funded programmes, United Nations agencies, international NGOs and consultants running projects for them are major buyers of baseline and monitoring surveys. Infrastructure agencies such as highway, water and power utilities commission engineering and traffic surveys before design, and universities and think tanks purchase fieldwork for their own studies. Census-type and election-related enumeration, and polling for commercial clients, create occasional large fieldwork requirements that need hundreds of trained enumerators at short notice. Where fieldwork spans several provinces, buyers look for a regional supervision structure and a clear plan for security, travel and communication.

Rules and procedure

Public bodies follow the Public Procurement Rules, 2004 or the provincial rules, which treat consultancy services as a separate procedure from goods. Selection is normally quality and cost based, where the technical proposal is scored first and the financial proposal is opened only for firms that pass the minimum technical mark. Notices commonly start with an expression of interest to shortlist firms, followed by a request for proposal to those shortlisted. Donor-funded projects follow the funder's own guidelines, which may require proof of past similar assignments and key staff with defined qualifications. PEC registration applies to engineering consultancy such as design-related surveys, whereas social research does not need it. Firms are usually required to show that they have completed similar assignments within the past few years, often with a minimum value, and some notices ask for a joint venture with a local partner when an international firm applies. Payment is milestone based and tied to accepted deliverables such as an inception report, a data set and a final report.

How to bid

  1. Respond to the expression of interest with a concise company profile, relevant experience and key staff, as that decides the shortlist.
  2. Read the terms of reference carefully, noting sample size, geography, deliverables and timeline.
  3. Design a methodology that explains sampling, tools, quality control, ethics and data management in plain terms.
  4. Propose named team members with CVs and a realistic work plan, then prepare a financial proposal broken down by activity.
  5. Plan fieldwork with trained enumerators, pilot the questionnaire and keep audit trails to show data quality.

Documents you will usually need

  • Company registration and NTN with sales tax registration for services
  • Corporate profile and list of similar assignments
  • CVs of the team leader, statistician and field managers
  • Sample questionnaires, reports or methodology notes from earlier work
  • PEC registration for engineering and design surveys
  • Details of survey equipment, GIS software and data tools
  • Audited accounts or bank certificate where requested

Tips from the notices we track

  • Show a data quality plan, including back-checks and supervision ratios; evaluators reward firms that explain how they will catch errors.
  • Do not over-promise sample coverage in difficult districts; justify your logistics and security plan.
  • Include local-language field staff and, where relevant, female enumerators, since many household surveys need them for access.

Frequently asked questions

What is the difference between a survey and a research tender?

A survey collects data from a defined sample or area, while a research assignment also covers design, analysis and a written report. Many notices combine both under one terms of reference.

How are survey and research proposals scored?

Typically quality and cost based, with technical proposal marks for experience, methodology and team, followed by a financial score. Only firms that reach the minimum technical mark go forward.

Do survey firms need PEC registration?

Social and market research does not. Topographic, geotechnical and other survey work that supports engineering design may fall under engineering consultancy, where PEC registration is expected.

How can I follow new survey and research tenders?

They are published on e-PADS, provincial portals, newspapers, donor sites and buyers' websites. PakistanTender collects tenders from these sources into one list and emails the new ones daily in your chosen categories.
