Description / Scope of Work
The Ministry of Federal Education and Professional Training, Islamabad invites electronic bids from well-reputed registered suppliers and vendors for the procurement of office stationary, miscellaneous items, and computer stationary including toners during the financial year 2026-27. This is a framework agreement procurement allowing the procuring agency to place multiple orders for goods needed continuously or repeatedly at agreed terms and conditions over the specified period. The procurement is open to suppliers stationed at Islamabad and Rawalpindi who are registered with the Public Procurement Regulatory Authority (PPRA) for e-procurement on the E-Pak Acquisition and Disposal System (EPADS).
Bidders must meet specific eligibility criteria including registration with Income Tax and Sales Tax Departments, possession of a vendor number from AGPR Islamabad, relevant field experience, and an affidavit confirming the company has not been blacklisted. A fresh earnest money pay order of Rs. 500,000 in the name of the DDO, Ministry of Federal Education and Professional Training, from a scheduled bank is mandatory. For toner procurement, only genuine original toners from manufacturers such as HP, Canon, Sharp, Kyocera, Konica Minolta, SAVIN, Xerox, and Panasonic will be accepted; refurbished or sub-standard toners are not permitted. Compatible toners other than HP China may be considered based on quality assessment by the Tender Committee. The Ministry reserves the right to request samples before financial opening and to verify authenticity with authorized dealers.
Bidding documents containing detailed terms, conditions, and specifications are available on EPADS (www.eprocure.gov.pk), the PPRA website (www.ppra.gov.pk), and the Ministry website (www.mofept.gov.pk). Electronic bids must be submitted on or before July 20, 2026 by 10:00 a.m. through EPADS only; no other submission method will be entertained.
