Description / Scope of Work
Sui Northern Gas Pipelines Limited (SNGPL) invites sealed bids for the supply of cutting discs measuring 9 inch by 1/8 inch by 7/8 inch under tender enquiry number SND-2621/26. The procurement is open to both foreign suppliers through their local agents and local manufacturers or suppliers. This is a single-stage two-envelope bidding system where technical and financial proposals must be submitted separately. Bids will be received at the office of SNGPL, Gas House, 21 Kashmir Road, Lahore, Pakistan, with closing scheduled for 06 August 2026 at 1430 hours. The tender document includes general terms and conditions, instructions to bidders, technical specifications, delivery schedule, and required commercial documents. Bidders must provide complete technical literature, clause-by-clause commentary on specifications, quantity offered, and copies of bid bonds in accordance with the stated requirements.
Eligibility criteria require bidders to submit an authority letter from their representative authorized to attend the public opening of bids. Technical proposals will be evaluated against the tender requirements without reference to price, and non-responsive proposals will be rejected. No amendments to technical proposals are permitted during evaluation. A bid bond as per the specimen attached as Annexure-II must be submitted with the technical proposal. Copy of Sales Tax Registration Certificate and Income Tax Certificate are mandatory for DPU basis offers. The original bid plus two copies must be enclosed in duplicate sealed covers clearly marked as Technical Proposal and Financial Proposal.
Bid documents are available from SNGPL at the above address or through the tender office. The offer must remain valid for 90 days from the closing date and must be based on free delivery to the Base Stores Manga (D). Public opening of bids will occur at 1500 hours on the same date or the next working day if a holiday falls on the closing date. Bidders should address all queries to the General Manager (Procurement) at the Gas House, 21 Kashmir Road, Lahore. The company reserves the right to cancel the tender, adjust quantities by up to 15 percent, or amend the closing date without assigning reasons.
