Description / Scope of Work
The Communication & Works Department of the Government of Khyber Pakhtunkhwa invites electronic bids for six development projects funded by Tobacco Cess in tobacco-growing regions under ADP 1742/250730 for the financial year 2025-26. The works comprise upgradation of playgrounds at Sard Cheena (27.612 million rupees), Jalbai (22.251 million rupees), Dobian (29.900 million rupees), and Mansabdar (18.226 million rupees); establishment of a sport arena at Sodher (26.914 million rupees); and fencing at Sport Ground Shewa (10.728 million rupees). All projects are to be executed by the Executive Engineer C&W Division Swabi-II in Khyber Pakhtunkhwa province. The cumulative estimated cost is approximately 135.6 million rupees with varying bid security requirements ranging from 254,558 to 638,003 rupees.
Eligible contractors must hold valid PEC (Pakistan Engineering Council) licenses in categories C5 or C6 and above with relevant codes as specified for each work. Bidders are required to be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) under the Finance Act 2013 and must maintain active FBR status. Participating contractors must submit updated FBR (Active Status), KPRA (Active Status), PEC License, and C&W Enlistment certificates for the current financial year at the time of tender opening. Bid security must be submitted in the form of a CDR (Call Deposit Receipt) with complete details including bank name, CDR number, and date to be provided electronically on the EPADS system.
Bid solicitation documents and instructions to bidders are available for download until one day before the opening date via the EPADS portal at https://kp.eprocure.gov.pk. All e-bids must be submitted in accordance with KPPRA Notification No. S.R.O(14)/Vol: 1-24/2021-22 dated 10-05-2022. The deadline for submission of e-bids is 24 July 2026 at 12:00 PM, with financial bid opening scheduled for the same date at 12:30 PM at the office of the Executive Engineer C&W Division Swabi-II. Tender fees are calculated at 0.03 percent of the estimated cost for each project.
