Description / Scope of Work
The Communication & Works Department, Government of Punjab, 5th Buildings Division Lahore invites sealed competitive bids for the revamping and upgradation of the halls and art gallery facilities of Lahore Art Council (ALHAMRA) located in Lahore, Punjab. This significant project carries an estimated cost of PKR 75,457,456 with a contract period of two months. The work is being procured through electronic tendering via the EPADS (E-Pak Acquisition and Disposal System) platform and is open to registered contractors and firms with valid PEC licenses for the current financial year in categories C4 or above, possessing specialized codes CE10 and EE04. Interested bidders must produce original PEC licenses with the requisite specialization codes to remain eligible.
Prospective bidders must be enlisted or renewed with the Punjab Engineering Council (PEC) for the current financial year and possess the relevant specialized codes CE10 and EE04. Bidders are required to submit earnest money amounting to PKR 3,772,873 (5 percent of estimated cost) in the form of a CDR or bank draft from any scheduled bank, accompanying the tender opening committee letter. Contractors lacking the required specialization code will not be entertained further. All bids must be submitted through the EPADS portal at https://eprocure.gov.pk, which is the only accepted submission method; manual bids will be rejected entirely.
Technical and financial bids must be submitted on the EPADS website by 22 July 2026 at 12:00 PM, with technical bid opening scheduled for 12:30 PM on the same date. Financial bid opening will be conveyed after technical evaluation through the EPADS platform. Tender documents and detailed requirements are available on the PPRA website at http://ppra.punjab.gov.pk and the Punjab Procurement Regulatory Authority (PPRA) portal at http://eprocure.gov.pk. The response time is calculated exclusively from the publication date on the PPRA website. In case of any government holiday, the next working day will be considered for receipt and opening of tenders.
