National Power Parks Management Company (Private) Limited (NPPMCL), a 100 percent government-owned corporate entity registered under Pakistan's Companies Laws, is seeking Expression of Interest (EOI) from reputed Chartered Accountant firms for appointment as Statutory External Auditors for a three-year term commencing from financial year 2026-2027. NPPMCL operates two Re-Gasified Liquid Natural Gas (RLNG) based power plants at Balloki in District Kasur and Haveli Bahadur Shah in District Jhang, with combined capacity of 2,453 megawatts. The appointment will be made on a Quality and Cost Based Method under the Procurement of Consultancy Services Regulations, 2010, with audit scope defined by the Companies Act 2017 and the State-Owned Enterprises (Governance and Operations) Act, 2023.
Eligible firms must hold valid sales tax and income tax registration certificates and meet stringent professional requirements. Mandatory qualification criteria include proof of qualification under Section 247(a) of the Companies Act 2017, entitlement to audit public interest companies under the Audit Oversight Board (Operations) Regulations, 2018, minimum 20 years of audit practice experience with satisfactory Quality Control Review (QCR) rating from the Institute of Chartered Accountants of Pakistan (ICAP), and at least 15 employed Chartered Accountants and 8 partners by 31st December 2025 maintained thereafter. Shortlisted firms must demonstrate audit services experience with at least 5 listed companies, 3 public sector or government-owned companies, and 3 energy sector companies in each of the preceding three years.
Interested Chartered Accountant firms must submit their complete EOI duly signed by a partner along with authenticated documentary evidence through the e-Pak Acquisition and Disposal System (ePADS) on or before 24th July 2026 at 11:00 A.M. EOI opening will occur on the same day at 11:30 A.M. on ePADS.
