The National Highway Authority is seeking qualified Chartered Accountant firms to provide consultancy services for the selection of a financial auditor for the Construction of Hyderabad-Sukkur Motorway (M-6) Project, Sections 4 and 5. This is a competitive procurement for Expression of Interest submissions from CA firms interested in auditing services related to a major highway infrastructure project in Pakistan. The scope encompasses financial audit services, agreed-upon procedures, and compliance audits conducted in accordance with International Standards on Auditing (ISA) for a government-funded motorway construction initiative.
Eligible firms must be incorporated CA practices with minimum 15 years of experience, registered with ICAP, and included on the State Bank of Pakistan's A-rated firms panel and the Audit Oversight Board's list. Qualifying firms require an Islamabad office, international affiliation, minimum revenue exceeding 500 million Pakistani rupees over the last three years, at least 10 partners, and 250 registered audit associates. Joint ventures are permitted if the JV partner has minimum 5 years' experience. All submissions must include original signed audited accounts for 2023-2025, income tax returns, partnership deeds, and non-blacklist affidavits.
Bidders must demonstrate general experience with at least 10 annual financial audits for government organizations and public-sector entities during the last 10 years (2016-2025) and specific experience with minimum 5 donor-funded project audits, including 2 road infrastructure projects, over the same period. Documentary evidence including client satisfaction certificates, engagement letters, and detailed project descriptions must accompany all submissions. Proposals must be hard-bound with all pages stamped and signed in original, with complete page numbering and detailed experience tables as prescribed.
