Description / Scope of Work
The Chief Engineer Military Engineering Services (Navy) Compak at PNS Karsaz invites sealed tenders for provision, installation, and construction of certain facilities at Karachi and NAS Turbat, as well as abnormal repair, replacement, major maintenance, and minor works at both locations in Sindh province. These works are being tendered under PPRA Rule 13 (1) of 2004. Interested contractors must submit applications for tender document issuance along with complete credentials demonstrating sufficient experience in the relevant field and satisfying all special conditions required for the job and area.
Eligibility criteria are stringent. All contractors must be registered with the Pakistan Engineering Council (PEC) and submit a copy of their registration; contractors not registered with PEC are ineligible. Additionally, contractors must be borne on the approved List of MES in category A, B, C, or D with demonstrated experience in this type of work. Contractors shall provide certificates confirming they are not involved in any litigation with Government Departments in the Court of Law and that no special report from the Directorate of Inspection and Evaluation (E-in-C's Branch GHQ) is outstanding against them. Applicants must also submit details of work executed during the last two years and work in hand, including agency, amount, time allowed, actual completion date, progress percentage, and departmental performance reports.
Tender documents will be issued only to scrutinized firms. The tender must be received at the accepting office by 1130 hours on 29 July 2026 and will be opened at 1200 hours on the same date. Interested parties may contact CMES (Navy) Compak at PNS Karsaz or an authorized representative for further details between 0800 and 1400 hours on all working days. Contractors may be present at the time of tender opening. The accepting officer reserves the right to accept or reject any tender, with rejected tenders handled as per Para 33 (i) of PPRA Rules.
