Military Engineer Services invites applications for pre-qualification of contractors and firms for the construction, repair, maintenance, provision and bazar supply of miscellaneous buildings within the area of responsibility of Garrison Engineer (Army) Rawalpindi-II in Punjab. The scope of work encompasses construction, repair, maintenance and supply services for various military buildings. Interested contractors must submit complete applications with credentials as specified in the tender notice. Only firms with sufficient experience in the relevant field and satisfying special conditions required for the job and area will be issued tender documents following scrutiny of applications. The tender will be received by the accepting officer by 1130 hours on 30 July 2026 and opened at 1200 hours on the same date.
Eligibility requirements stipulate that all contractors must be registered with Pakistan Engineering Council (PEC) and submit a copy of their registration; contractors not registered with PEC are ineligible. Contractors borne on the approved list of MES in categories A, B, C, D and E are eligible to apply. Additionally, contractors must provide a certificate confirming they are not involved in any litigation with government departments in court and that no outstanding special report exists against them from the Director of Inspection and Evaluation (E-in-C's Branch GHQ). Firms not on the approved MES list must furnish a certificate detailing work executed during the last two years and work currently in hand on the prescribed proforma, including information about agencies, amounts, timelines, commencement and completion dates, progress percentage and departmental performance reports.

Contractors may be present at the time of tender opening if desired. The accepting officer reserves the right to accept or reject any tender, with rejected tenders to be dealt with as per Para 33(i) of PPRA Rules.
