Description / Scope of Work
The Communication and Works Department, Government of Khyber Pakhtunkhwa, invites electronic bids from eligible firms and bidders for special repair and maintenance work to be executed during the fiscal year 2026-27. The tender comprises two packages: Package 1 includes special repair work to the Honorable Judges Residences of the Rawalpindi Circuit Court (RCG), Judicial Lodge Peshawar, and High Court Residences in Hayatabad, Peshawar, covering civil and electrical work; Package 2 encompasses special repair work to Peshawar High Court Peshawar including civil and electrical work, RCC wall repairs, and reinforcement and bullet-proof gate work. The procurement is executed through the E-PAD (electronic Public Procurement Information System) platform following the Khyber Pakhtunkhwa Procurement Regulatory Authority (KPPRA) rules of 2014, as amended. Work locations are spread across Peshawar and Hayatabad in Khyber Pakhtunkhwa province.
Bidders must possess current valid registration with KPPRA and demonstrate active professional standing. The PEC category requirement is C-5 or above. Bidders are required to deposit earnest money equivalent to 2% of the Engineer's Estimated cost plus 0.03% stamp duty and tender fee as specified in the bid documents. All bids shall be submitted online through the E-PADS system. Security deposit arrangements follow a tiered structure: bids quoted up to 10% below Engineer's estimate require 2% security; bids quoted between 10% and 20% below require 8% additional security in addition to the 2% base security; bids quoted more than 20% below require additional security equal to the difference between the bid amount and 20% below the estimate. Bids accompanied by incomplete security documentation shall be considered non-responsive and forfeited in favor of the Government.
Bid documents can be downloaded from the official C&W Department website (www.gwd.gkp.pk) and the E-PADS system, or purchased from the office of the undersigned for a non-refundable fee of Rs. 3000 per package on any working day prior to the opening date. Both technical and financial bids must be submitted online via E-PADS system with 2% security deposit sealed in the financial bid envelope. The bid submission deadline is 24 July 2026 at 12:00 PM, with technical bid opening scheduled for 24 July 2026 at 12:30 PM, and financial bid opening to follow as per rules.
