Description / Scope of Work
National Power Parks Management Company (Private) Limited, a corporate entity registered under the Companies Laws of Pakistan and 100% owned by the Government of Pakistan, invites Expression of Interest from regulated Chartered Accountant Firms for the appointment of Statutory External Auditors for a three-year period commencing FY 2026-2027. The company operates two Liquefied Natural Gas based power plants at Balloki in District Kasur and Haveli Bahadar Shah in District Jhang, with combined capacity of 1,224 MW and 1,230 MW respectively. The audit services will be conducted on a quality and cost-based selection basis, with auditors required to carry out work in accordance with the Companies Act 2017 and State-Owned Enterprises (Governance and Operations) Act 2023.
Interested Chartered Accountant Firms must meet stringent eligibility criteria including proof of qualification under section 247 of the Companies Act 2017, valid audit firm registration with the Audit Oversight Board for public interest companies under 2018 regulations, and valid sales tax and income tax registration certificates. Firms must possess minimum 20 years of practice experience with satisfactory Quality Control ratings from ICAP, and demonstrate experience providing audit services to at least 5 listed companies, at least 3 public sector or government-owned entities, and at least 3 energy sector companies within the preceding three years. The firm must maintain at least 15 Chartered Accountants as of 31 December 2025 and employ at least 8 partners thereafter.
Request for Proposal will be issued to shortlisted firms meeting the above criteria on the basis of authenticated documentary evidence. Interested Chartered Accountant Firms must submit their EOI supported by a Partner along with necessary compliance documents and proof of Pakistan Stock Exchange and Disposal System registration on or before 24 July 2026.
