Description / Scope of Work
The National University of Medical Sciences (NUMS) invites sealed bids through PPRA E-PADS for the installation and solarization of parking sheds at NUMS-NIASR located on Abid Majeed Road, Rawalpindi, Punjab. This project is being executed on a single-stage two-envelope basis, seeking bids from well-reputed, experienced, and financially sound firms capable of delivering high-quality infrastructure work with integrated solar energy solutions. The detailed specifications, terms, and conditions are contained in the bidding documents available from NUMS procurement office.
Interested bidders must have a minimum of five years of relevant experience in similar work and must be registered with relevant tax authorities on the Active Taxpayer List (ATL) of the Federal Board of Revenue. Bidders shall submit both technical and financial proposals separately, with technical proposals evaluated first before financial proposals of technically qualified bidders are opened. Bid security equivalent to two percent of the total bid value must be submitted as a call deposit or bank draft in favor of NUMS through PPRA E-PADS; alternatively, a scanned copy may be uploaded before the closing date.
Bidding documents can be obtained from the NUMS office upon submission of a pay order for PKR 3,000 (non-refundable) in favor of NUMS during working hours. The last date for bid submission is Thursday, July 23, 2026 by 1000 hours at the Conference Room, NUMS-ATR, Adyala Road opposite APS Islamyun Road, Rawalpindi, with opening of bids at the same venue in the presence of participating bidders or their authorized representatives. The bidding process is conducted through PPRA E-PADS with hard copy submission required; NUMS reserves the right to increase or decrease the scope of work or cancel the tender at any stage in accordance with PPRA rules. For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
NUMS is procuring integrated solar parking shade structures at a medical research campus—a medium-scale renewable energy infrastructure project combining civil/structural work with solar PV systems.
The 5-year experience mandate and ATL requirement suggest this is a technically substantive, regulated procurement unlikely for first-time solar contractors. Single-stage two-envelope evaluation (technical first) creates sequential risk; financial proposal remains sealed if technical fails. July 2026 closure allows ~18 months planning, indicating a one-off campus-level asset rather than recurring maintenance.
Who can bid: Bidders must be registered on FBR's Active Taxpayer List (ATL); possess minimum 5 years documented experience in similar solar/shade installation projects; typically require NTN, SECP registration if pvt. limited, and valid business registration. PEC membership not explicitly mandated but is typically expected for construction-integrated work in Pakistan's regulated procurement.
