Six military base facility packages worth ~Rs. 172.6 million (Rs.
26–29.7 million each) requiring construction, electrical, mechanical, and plumbing work at PAF Chaklala. Scale suggests mid-sized contractor capability. Critical: bidders must be PEC C-5+ registered and preferably pre-enlisted with Military Engineer Services; non-enlisted firms face 2% bid security penalty. Very tight deadline (19 days from ad publication to bid closing) and extensive compliance/documentation burden (litigation clearance, E-in-C reports, three-year financials). One-off military procurement with pre-qualification gate.
Who can bid: Must hold PEC registration Category C-5 or higher in relevant disciplines. Preference for Military Engineer Services Category A enlistment; non-enlisted firms allowed but must deposit 2% bid security. Must prove no active government litigation, no adverse E-in-C reports, and provide NTN/tax compliance documentation. Typically, firms must also hold valid NTN and three-year income tax returns.
