Description / Scope of Work

The Establishment Division invites expressions of interest from qualified human resource management, management consultancy, and chartered accountancy firms for undertaking an independent third-party performance evaluation of incumbents in Special Professional Pay Scale positions across Federal Government ministries, divisions and departments. This procurement aims to conduct evidence-based appraisals of approximately 57 professionals currently serving in SPPS positions across disciplines including Economics and Finance, Information Technology and Telecom, Law, Petroleum, and Food and Agriculture, with the objective of providing independent evaluation separate from internal ministry assessments and proposing recommendations for improved selection, performance management and retention of such professionals. The contract will be for a period of three years in accordance with international best practices, with financing from the regular budget of the Establishment Division.

Eligible applicant firms must be registered with the Securities and Exchange Commission of Pakistan, Registrar of Firms, or Institute of Chartered Accountants of Pakistan, and must be on the Active Taxpayers List of the Federal Board of Revenue for both income tax and sales tax purposes. Applicants must submit valid registration or incorporation certificates, a self-declaration confirming eligibility and absence of conflicts of interest or debarment by government or international organizations, and details of any litigation history. The firm must demonstrate relevant experience in human resource management, management consultancy or chartered accountancy services.

Expressions of interest prepared according to the provided instructions must be submitted exclusively through the e-PADS portal at www.eprocure.gov.pk on or before 27 July 2026 at 11:00 a.m., with opening scheduled for 11:30 a.m. on the same date. Manual submissions will not be accepted.
