Govt. Secondary Special Education Centre, Saddar District Bahawalpur invites competitive bids through e-PADS under Punjab Procurement Rules 2014 for hiring of human resource staff and manpower services for the financial year 2026-27. The estimated cost of services is PKR 1,500,000 and the contract scope covers provision of HR staff services for the entire contract period at the centre located in Bahawalpur, Punjab. Eligible bidders must be registered with PPRA and ePADS and must not be blacklisted or debarred by PPRA. A bid security of PKR 75,000 (5 percent of estimated cost) must be deposited through 1Link or online bank transfer via PSID in accordance with Rule 27 of Punjab Procurement Rules 2014. Mandatory documents include a duly filled and signed tender form and a scanned copy of the firm owner's CNIC. The successful bidder must deposit a refundable performance guarantee of 8 percent of the bid price before issuance of the Provision of Services order.

Bids must be uploaded on ePADS and PPRA websites before 28 August 2026 at 10:00 a.m., with tender opening scheduled for the same day at 10:30 a.m. Bid validity is 90 days after opening.
