Description / Scope of Work
Punjab Sahulat Bazaars Authority (PSBA) under the Government of Punjab invites sealed and experienced bids from well-reputed vendors for the provision of Human Resource (HR) Outsourcing Services under a Framework Contract in accordance with Rule 15 of the Punjab Procurement Rules, 2014. The estimated procurement cost is PKR 2038.54 million with a bid security of PKR 41.00 million. The scope of work encompasses complete HR outsourcing services delivery as per the tender specifications and framework agreement terms. This procurement is being conducted through the Punjab e-Procurement System (eP) to ensure transparency and competitive bidding practices.
Bidders must be duly registered with relevant Registration Authorities and Tax Departments including Income Tax, Sales Tax, and Punjab Sales Tax authorities as applicable. Bid security as prescribed under PPRA rules, regulations and directions must accompany all bids submitted by eligible vendors. Electronic bids are required to be registered at https://ep.punjab.gov.pk prior to submission. All bidders are requested to register at the designated e-procurement portal to participate in the tender process.
Bid documents are available in English language and can be accessed or downloaded free of cost from the PPRA website at www.ppra.punjab.gov.pk and Punjab e-Procurement System at https://ep.punjab.gov.pk. Complete and financial bids must be submitted in conformity with tender documents and uploaded on the Punjab e-Procurement System (eP) portal until July 23, 2026 by 09:30 AM. Bids will be opened on the same date at 10:00 AM as per PPRA Rules 2014. Pre-bid discussion will be held on July 16, 2026 at 11:00 AM.
