Description / Scope of Work
The Water and Sanitation Agency (WASA), Lahore invites sealed bids from manufacturers, authorized dealers, and suppliers for the purchase of RPC manhole cover sets manufactured with 100 percent recycled plastic composite material in black and grey color with WASA monogram engraved. The tender reference is P&S/25.01.6981 and the estimated cost is Rs. 48,740,000.00. This procurement is being conducted through the Punjab e-procurement system (PPRA) for supply to WASA Lahore in Punjab province. The scope includes supply of manhole covers meeting specified material and design requirements with WASA branding. Bidders are required to be technically and financially responsive to qualify for financial bid opening. All bidders must submit bids through the Punjab e-procurement portal (PPRA) with digital security and bid security amounting to 3 percent of the estimated cost, i.e., Rs. 1,462,200.00. Bidders must be registered with PPRA and meet the technical qualification criteria as defined in the tender documents. Corrupt, un-readable, or virus-infected bids will be rejected as per Regulations 2024.
Eligibility requirements include registration with the Punjab Procurement Regulatory Authority (PPRA) and submission of all necessary documentation through the e-procurement system. Bidders must provide valid CNIC or business registration documents and demonstrate technical capability to manufacture or supply RPC manhole covers. Tender documents are available on the PPRA website at https://ep.ppra.punjab.gov.pk and https://eprocurement.punjab.gov.pk/ViewTender.aspx. The bid security amount is Rs. 1,462,200.00 and must be verifiable through the Punjab e-procurement system. Only technically responsive bidders will be qualified for opening of financial bids, with technically non-responsive bids remaining unopened on the e-procurement platform.
Bids must be submitted through the Punjab e-procurement system by 23-07-2026, not later than 11:00 AM, with technical bids opened on the same day at 11:30 AM. Tender documents have been uploaded on the PPRA website on 09-07-2026. Single Seal Envelope bidding procedure will be adopted in accordance with bidding instructions. The bid validity period is 120 days from the date of submission. All bids must be signed digitally as per tender document instructions.
