Description / Scope of Work
The Public Health Engineering Division Shaheed Benazirabad invites electronic bids for six separate contract packages under the Improvement of Sewerage of Nawabshah City scheme in District Shaheed Benazirabad, Sindh. The works comprise providing, laying, jointing and testing of RCC sewer lines and providing paver block in various colonies across Nawabshah City. The six parts have estimated costs ranging from Rs 29,971,000 to Rs 39,981,000, with a combined project value exceeding Rs 197 million. Each package has a completion period of 24 months. Bids are invited through the E-Pak Acquisition and Disposal System (EPADS) portal under single-stage, one-envelope procurement procedure. Contractors must be registered with the Pakistan Engineering Council for 2026–27 in categories CE–09 and CE–10. Tender reference is TC/NIT/945 dated 21 August 2026.
Eligible bidders must hold valid PEC registration in relevant categories, maintain active Federal Board of Revenue NTN registration and Sindh Revenue Board sales tax registration, possess ISO certificates 45001 and 9001, and submit a statutory undertaking on E-stamp paper confirming no blacklisting history. Bid security of 5 percent of the bid cost is required in the form of call deposit, pay order, demand draft or bank guarantee from a scheduled Pakistani bank. Any bid price exceeding 20 percent below the estimated cost will be rejected. If a bid is 15 percent or more below estimated cost, the bidder must submit detailed price analysis for all bill of quantity items and provide additional performance security of 10 percent of the difference.
Blank tender forms are obtainable from the office of the Executive Engineer (Development) at Jam Sahib Road Nawabshah until 10 September 2026 at 5:00 PM upon payment of Rs 3,000 tender fee (non-refundable) or can be downloaded from https://portalsindh.eprocure.gov.pk. Bids must be submitted online through the EPADS portal before 11:00 AM on 11 September 2026. The Procurement Committee will open bids on the same date at 11:30 AM in the presence of bidders or their authorized representatives. All enquiries and communications must be made through the EPADS portal only.
