Description / Scope of Work
The Punjab Central Business District Development Authority (PCBDDA) is inviting bids for the hiring of health insurance services for its employees under a closed framework agreement. This procurement is scheduled for July 2026 and covers comprehensive health insurance coverage for CBD employees working in Punjab. The scope of services includes health insurance plan administration, coverage management, claims processing, and employee benefits management as detailed in the bid documents. The contract will be awarded under a closed framework agreement structure, limiting participation to pre-qualified or invited bidders as determined by the Authority. Interested vendors must demonstrate substantial experience in providing health insurance services to corporate entities and government organizations within Pakistan.
Eligible bidders must be registered health insurance providers licensed and authorized by the State Bank of Pakistan or equivalent regulatory authority. Bidders are required to submit bid security as specified in the Bid Data Sheet (Annexure A) and must comply with all documentation requirements including litigation history, technical proposals, and performance guarantees. Joint ventures are permitted provided all partners meet eligibility criteria. Bidders must not have been blacklisted or debarred by any government or quasi-government organization. All bids must include certified copies of registration certificates, tax clearance certificates, and evidence of previous relevant experience.
Bid documents are available for download from the Authority's procurement portal or can be obtained by contacting the PCBDDA directly. Bids must be submitted in sealed envelopes clearly marked with bidder name and reference number before the deadline specified in the Bid Data Sheet. The bid opening ceremony will be held at the PCBDDA offices with representatives of bidders invited to attend. Technical evaluation will precede financial evaluation, with award criteria including service quality, coverage scope, claims settlement ratio, and cost-effectiveness. Bidders are advised to review all terms and conditions carefully and submit queries during the clarification period specified in the bidding documents.
