Description / Scope of Work
The Water & Power Department Gilgit-Baltistan, through the Executive Engineer W&P Division Diamer-Chilas, invites sealed bids under single stage two envelope procedure for the installation of ABC cable and smart energy meters in District Diamer, Gilgit-Baltistan. The scheme comprises two sub-heads: installation of ABC cable at an estimated cost of PKR 32,535,400 with bid security of PKR 1,626,770, and installation of smart energy meters at an estimated cost of PKR 65,676,810 with bid security of PKR 3,283,841. This infrastructure project aims to modernize the electrical distribution network and metering systems in the Diamer district region of Gilgit-Baltistan province.
Bidding is open to original manufacturers (JV) with original manufacturer credentials or authorized dealers of original manufacturers registered with Pakistan Engineering Council (PEC) in the relevant category with valid license. Foreign bidders are eligible only in joint venture with a Pakistani contractor as per PEC by-laws. Bid security must be submitted as a call or bank guarantee from any scheduled bank of Pakistan along with the technical proposal. Tender forms will be issued to eligible bidders upon submission of written application and non-refundable fee as specified by the Executive Engineer.
Bidding documents may be purchased from the office of the Executive Engineer Water & Power Division Diamer-Chilas during office hours. The pre-bid meeting will be held on 02-08-2026 at 11:30 AM. Sealed bids must be submitted by 12-08-2026 at 11:00 AM for ABC cable and 01:00 PM for smart energy meters, with opening scheduled for 12-08-2026 at 11:30 AM and 01:30 PM respectively. Bidding documents will not be sold on the tender opening date. The W&P Department reserves the right to reject any or all bids.
