Description / Scope of Work
The Suleimanki Headworks Division, Irrigation Department of Punjab, invites sealed bids for auction of a lease contract for Toll Tax Collection Rights at Suleimanki Barrage in Punjab. The lease period is 334 days commencing from 01-08-2026 to 30-06-2027 for the financial year 2026-27. The reserve price for this toll collection contract has been approved at Rs.12,593,000 (12.593 Million) for the 365-day period. Interested bidders must deposit 5% earnest money in advance to participate in the bidding process, amounting to Rs.576,150 as call deposit drawn in favour of Executive Engineer Suleimanki Headworks Division. The cost of bidding documents is Rs.10,000 in non-refundable cash.
Bidders must be legally qualified entities with valid registration and possess bank guarantees as per government requirements. All bidders or their authorized representatives may attend the opening ceremony. The successful bidder will be handed over possession of toll collection rights after approval by the Competent Authority and depositing the first monthly installment. The bid amount will be payable in 11 equal monthly installments in advance. A 10% bank guarantee equal to the total bid amount must be submitted within 3 days of bid opening by any scheduled bank of Pakistan and must remain valid until 30-06-2027.
Bidding documents can be obtained up to 4:00 PM on 27-07-2026 from the office of the Superintending Engineer, Nil Bar Circle, Sahiwal. The date of receipt and opening of bids is 28-07-2026 at 02:30 PM on the same day.
