Description / Scope of Work
The Provincial Highway Division Shaheed Benazirabad invites proposals from eligible consulting firms to provide comprehensive Engineering Consultancy Services for the construction of Pre Stressed Bridges, Pre Stressed overhead Bridges and associated ramps at road from Nawabshah Saeedabad road along Sim nala to connect Nawabshah Sanghar road at Cheezalabad in Sindh province. The scope of work includes detailed engineering design and drawings, design vetting, preparation of detailed working estimates, bill of quantities, revised or modified PC-I(s), tender or bidding documents, hydraulic study, geotechnical and soil investigation study, construction supervision, and related technical validations through third party assessment. The tender reference is TC/G-55/957 of 2026 dated 26 July 2026.
Eligible consulting firms must be PEC registered consultants or JV partners with valid PEC registration valid up to June 2027 (first July 2026 to 30 June 2027) with project profile codes 1215 and services codes 0511, 0518, 0532 and 0543, and FBR registration for income tax and sales tax. Applicants must provide proof of experience in bridge design, audited financial reports for three years, income tax status for five years, valid FBR and SRB registrations with active status, three years audited reports, litigation history details, and affidavits confirming non-blacklisting, non-involvement in corrupt practices, and accuracy of submitted information. Financial proposal must be accompanied by earnest money or bid security equivalent to two percent of total bid value as call deposit only, with tender fee of five thousand Pakistani rupees non-refundable.
Proposals in technical and financial format must be submitted by 31 July 2026 at 10:00 A.M. to the office of the Executive Engineer, Provincial Highway Division Shaheed Benazirabad near Bilawal Sports Stadium, Kazi Ahmed Mour, Highways Colony, Shaheed Benazirabad, Telephone 0244-9370132, with opening scheduled for 10:30 A.M. the same day. Quoted rates shall remain valid for ninety days from bid opening date. In case of rejection, second attempt RFPs will be received by 17 August 2026 at 10:00 A.M. and opened at 10:30 A.M. Selection will follow SPPRA Rules 2010 (amended to date) and evaluation criteria adopted by Works and Services Department, Government of Sindh.
